On the Staten Island Ferry

The free ferry transports 20 million people a year (70,000 passengers a day) between St. George, Staten Island and Whitehall street in Manhattan.

The trip has to be one of the best free rides anywhere, affording views of the (now reduced) skyline of Manhattan and the Statue of Liberty and Ellis Island.
